Turgut Özal (October 13, 1927 in Malatya, † 17 April 1993 in Ankara) was Minister of State and President of Turkey.
Turgut Ozal in 1950 concluded his studies at Istanbul Technical University as an electrical engineer. In the same year he took a job with the Electrotechnical Laboratory. Two years later he was sent for training in the United States, which he after his return in the same institution as a technical manager in the department DG was used. In 1958, Turgut Ozal became head of the secretariat of the newly established State Planning Commission. In this position he began in 1960 teaching at the METU (Ortadogu Teknik Üniversitesi, Eng. Middle East Technical University) in Ankara. After that, he worked as Deputy Secretary General of the Electronic Research Institute. In 1966 he was appointed technical adviser to the Prime Minister and a year later as head of the State Planning Office. In 1971 he left the State Planning Office and began working as a senior consultant for industrial and mining projects with the World Bank. was after his return to Turkey in 1973 held senior positions at various companies in the private sector in the fields of iron and steel, automotive, and banking, textiles, food and foundries. In 1977 he was elected to the Board of Directors representing employers in the metalworking industry (MESS) and its chairman. In 1979 he was Adviser to the Prime Minister. At the same time he was Vice President of the State Planning Office.

As a member of the Naqshbandi Sufi order, he ran both the economic opening of Turkey as well as their re-Islamization. After the second Gulf War in 1991 and the flight of hundreds of thousands of Kurds to the Turkish border, Özal advocated the creation of an international zone in Iraq to provide humanitarian refugees. He also opened the dialogue between Ankara and the Kurdish leaders Massoud Barzani and Jalal Talabani.
