Turgut Özal (October 13, 1927 in Malatya, † 17 April 1993 in Ankara) was Minister of State and President of Turkey.

Turgut Ozal in 1950 concluded his studies at Istanbul Technical University as an electrical engineer. In the same year he took a job with the Electrotechnical Laboratory. Two years later he was sent for training in the United States, which he after his return in the same institution as a technical manager in the department DG was used. In 1958, Turgut Ozal became head of the secretariat of the newly established State Planning Commission. In this position he began in 1960 teaching at the METU (Ortadogu Teknik Üniversitesi, Eng. In 1977 he was elected to the Board of Directors representing employers in the metalworking industry (MESS) and its chairman. In 1979 he was Adviser to the Prime Minister. At the same time he was Vice President of the State Planning Office.
